No I don't see Elain returning to live in the Human Lands or Lucien remaining there for much longer but this is why she 100% is meant to be part of The Band of Exiles, why they'll make their own family the way the IC has done:
"I will take whatever people occupy your lands. But not you. Never you.”
"no matter how much she claimed to be part of this court … It sucked the life from her."
Just like Lucien, Vassa, and Jurian were forced to leave their homes, Elain was chased out of the place she wanted to be with having been turned Fae and Graysen's rejection of her. And I don't care how many times people try to say Elain belongs with her sisters and the Wraiths in the Night Court. We've never seen any real "friendship" moments between Elain and the Wraiths (have they ever even laughed together?) and canonically Feyre only finds Elain to be a "pleasant" companion. Nesta might have always been protective of Elain but mothering your younger sister does not equal friendship. She and Elain don't seem to share any common interests so their dynamic is fine for sisters but not friends. Cassian notes Night Court Black sucks the life out of her which is 100% a metaphor for the Night Court in general.
Nesta fits in with the IC. She is, as Rhys stated, an Illyrian at heart. It couldn't have been more obvious that her place in Prythian was always going to be the Night Court. The same can not be said for Elain. She truly does not belong with Feyre and Nesta or living in the Night Court and what better group of people for her to grow closer to than the ones who know exactly what it feels like to have been unwanted and have struggled to find where they belong?
