“Nesta is … she’s Illyrian. I mean that as a compliment, but she’s an Illyrian at heart.
Nesta and Feyre are extremely similar which is why Cassian and Rhys were initially angry at Nesta (more than Elain) for allowing Feyre to go into the woods.
Think of it like the Hunger Games. If you had two sisters like Katniss and one like Prim, the expectation for Prim to head out and learn to hunt wouldn't have been as prevelant because her skills were that of a healer. But if only one Katniss-like sister was heading into danger, there might be blame placed on the other Katniss- like sister if she never bothered to help.
I'm not trying to argue whether it was right or wrong that the expectation was placed on Nesta, I'm just pointing out that in this series, Nesta and Feyre are more similar to one of another than either is to Elain. And why it makes sense that Nesta ended up fitting in at the NC, same as Feyre.

“Fucking strangers?” Elain flinched again, her face coloring. Nesta snorted. “You’re living amongst beings who have none of our human primness, you know.”
“Oh, fuck you,” Nesta snapped.
More similarities between Feyre and Nesta, they aren't what I'd consider "proper". Both can also be a bit aggressive / vicious at times.
OK....... So I think you understand the point I'm trying to make with that. Nesta and Feyre are two sides of the same coin, which explains why they always butted heads.
Remember when SJM said she realized Nesta would not be the right fit for Lucien? And that she made it so Feyre and Lucien were only ever friends? (which makes sense if you consider Feyre is similar to Nesta who would not have been a romantic match for Lucien.
These are also thoughts that Lucien has had towards Nesta and Feyre in the series:

I definitely think Feyre and Lucien will always be friends and I do think Lucien and Nesta are warming to one another but I think it's apparent he's not the biggest fan of how either of them acts at times.
We also know that Feyre and Elain will never be extremely close, but "pleasant companions" because Elain is very different from Feyre and they will naturally gravitate toward different lifestyles. In SF, we're also not given any reason to think that Elain and Nesta have much in common outside of their big sister / little sister dynamic.

Lucien tells us that Feyre and Vassa are very similar which is evidenced by the fact that both she and Nesta initially butt heads with Vassa when they meet, because their personalities ARE so similar. He also mentions how Vassa and Jurian are also two sides of the same coin (which translates to similar personalities and we know Jurian comes across as a bit harsh and opinionated).
Nesta (who is similar to Feyre who is likened to Vassa who is likened to Jurian) was stated to be a terrible match for Lucien.
